Support older RPM versions #6

Older RPM versions (e.g. the one in CentOS 5) don't support HTTP redirects and the URL used to download the vagrant RPM leads to an HTTP redirect. Therefore we use the same approach used for installing debian packages - first download the package using wget and then install it via the package manager.

Hi! I've forked both this and mjanser's modules to resolve outstanding issues. Have a look at https://github.com/unibet/puppet-vagrant and let me know if there is anything lacking. Pull requests are more than welcome.
