Description

Closes #183
This PR sets up the local development environment with a copy of our supabase project running in a container via docker.

The project we have been using so far is moved to the staging environment by the automation added and a third project can be created for production.

Files changed

• config.toml was edited to initialise a local instance of our supabase project
• supabase-ci.yml sets a continuous integration check of the supabase types for any uncommitted changes whenever a pr is submitted
• staging.yml sets continuous deployment of our development project whenever new changes are pushed to the dev branch
• BEFORE_YOUR_FIRST_ISSUE.md was updated with guidance on how to run the local instance of the database
• initial_schema.sql is a migration file that will set up the schema of the database when it is initialised locally
• seed.sql has a copy of the data in our staging database at the moment but all email addresses have been anonymised
