We need to put some of the indep vowels into consonant category like ဦ, ဥ, ဩ
for ၎င်း you can dedicate a custom rule just for that syllable, since ၎ is only used in that syllable

Solution for a couple of independent vowels maybe a negative look ahead, rather than adding them to the set of consonants, so if they were followed by vowels they would be processed with the consonant list.
