Add OpalOPC #468

OpalOPC is a vulnerability scanner developed by myself. It targets the OT protocol OPC UA. It is free for non-commercial use.

I feel like this would make more sense if it were added to the Industrial control system and SCADA section, no? I have never encountered OPC UA outside of those contexts and the context in which the tool is listed will furthermore give newcomers to the tool a more immediate orientation of its purpose.
