Add CCC Technical Charter #24

The policy for all CCC projects (found at https://github.com/confidential-computing/governance/blob/master/project-progression-policy.md) says, under Project Acceptance Process:

The proposal document will be finalized and a project charter prepared. This charter document must be included in the project's main repository.

As far as I can tell, the Technical Charter does not currently appear in the Enarx main repository.

Status update: Technical Charters for all Confidential Computing Consortium projects is being sorted out by the Consortium TAC. Once that's done, this issue will move forward again.
