Track changes in wiki: announce them on the chat? #34

Description We want to open editing the wiki to external contributors. However, the only access control on wiki edits is either to "Restrict editing to users in teams with push access only" or not, no in between.

As we want to prioritise contribution over access control in this case, we are going to open wiki editing to unrestricted editing.

However, github wikis are also git repos, which means we can easily parse the logs.

Solution We want a bot that will continuously parse the wiki (git) log and tell us of any changes in the right chat room, so we can monitor collectively and more easily.

I think this makes a lot of sense. It is, however, likely dependent on https://github.com/enarx/rfcs/pull/20.

Now that me have migrated to Rocket Chat, can we investigate how hard this is? Sorry @mbestavros, i'm going to pull you in on this one too! :)

@npmccallum This might be an ideal candidate for Zapier integration, if it exists as a trigger... though I'm not hopeful that's the case 😕
