Publish infrastructure plan as a public wiki page #37

The Enarx infrastructure plan the team has developed internally should be published. This will allow us to directly point to our guidelines and philosophies around a lot of project infrastructure questions. A specific example would be a link to our issue organization practices from the issue creation screen (customizable as of recently.)

The current document will need to be reviewed again to ensure it is up to date with our current practices -- and to call out what is planned and what is actually implemented -- but it should be good to go otherwise.

@mbestavros Do you see this is a new, supplementary wiki page? Or a new section in How to contribute?

Happy to do this afternoon otherwise, i'll asign myself.

@axelsimon This would probably be a separate page. A lot of the detail around our automation and exactly how we think about every little detail isn't necessary for "How to Contribute."
