ENA-5477: Remove external dependency from sequencetools #136

The template_id is parsed from the TSV file in TSVFileValidationCheck, template_id must be passed from sequencetools to webin-sequence-processing I have used SubmissionOptions to pass the template_id, couldn't find any other better option
