Reorganization of package file structure #3

For easier reviewing and better maintainability package files should be organized (if sensible) following:

api.go for public api code
helper.go for helper and util functionality
$package_name$_XXX.go for the algorithm implementation
const.go for constants and vars

The blake2b or chacha package can be used as a general pattern.
