Mention Polkadot faucet #13

It would be nice to update Testing section to point users to testing on Lietaer, for which they can easily get testing tokens using this portal:

If there are plans to open up and XCM channels, this effort should mention what would be some use cases in the Developer section for testing on Rococo over simply using Gesell locally.

currently, we'd like people to use Gesell for testing, so I'll put this in the icebox. Once we have released our inter-chain features, we may change this policy
