Added Dwellir bootnode. #179

Tested with ./encointer-collator --chain encointer-kusama --reserved-only --reserved-nodes "/dns/kusama-encointer-boot-ng.dwellir.com/tcp/30342/p2p/12D3KooWMKBdoj1y5yxpPRsuioAuLDeYGyZFJw1aL1dDbBvWMrvx"

We actually also have wss setup but since encointer is running on a old Polkadot version it is not yet supported. /dns/kusama-encointer-boot-ng.dwellir.com/tcp/443/wss/p2p/12D3KooWMKBdoj1y5yxpPRsuioAuLDeYGyZFJw1aL1dDbBvWMrvx

Should I add it anyway for the future? Or leave it?
