Add Polkadotters bootnode #212

Hey everyone,

this PR will add a new bootnode for Encointer Kusama parachain. It's also a part of our membership in the IBP, meaning that all the bootnodes are hosted on our hardware housed in the data center in Christchurch, New Zealand. The bootnode was tested with an empty chain spec file with the following command yielding 1 peer with a following command

./encointer-collator --chain encointer-kusama --base-path /tmp/node --reserved-only --reserved-nodes "/dns/encointer-kusama.bootnodes.polkadotters.com/tcp/30537/wss/p2p/12D3KooWNRWrCQJ2HKHhJr7hkqdYQKsUCTUrugXKmv4fk6Ee19mg"

instead of fixing conflicts, I'll hot-commit this to master with 9710b6f37119f57ef59c2d4495e1ac6882d805b9
