Update README: fix broken links, note Linux non-support, and added notebooks + resources section

Replaced broken links (Colab notebook links were outdated) with the direct link to the GitHub-hosted sandbox dataset Colab notebook in the repository encord-team/encord-notebooks. I am open to changing this if you think
Added a section to inform users that the library currently does not support Linux.
Added section for encord notebooks repo
