RSO: `make` command #67

Allow to create RSO file from relocatable elf. No self file support yet.

Mostly ported elf2rso.

I have attached MH3G.RMHE08.zip if you want to compare the output between the two programs (dtk <-> elf2rso, It is identical)

After this is merged, I should try to get the dtk-template to support RSO.

(I don't know if I should add little bit more logging?)
