I have implemented this on KEN. It caused a major hassle during the demo at NCSU on Feb 18. The fix was tricky and required discovery of "tos orphan 15". Without this approval to operate in orphan mode, NTP refuses to set the time when it cannot connect to an Internet time server.
Still more work remains to document the procedure.
Set up a NTP server on the motherboard. Configure both Raspberry Pi's to sync time with the motherboard's NTP server.
Stereo vision requires synchronized video frames. To do this, the Raspberry Pi's must have synchronized clocks. In some cases, local Wi-Fi restrictions may prevent access to an Internet NTP server, so having a local one associated with the realtime clock on the motherboard will ensure the RPi clocks are in sync.
