stable_abi.toml can change at any time, so only CPython should use it. But there are use cases that need the information in it, and we should support them.

PyO3/python3-dll-a re-creates the late PC/python3.def, we should make their job easier. (Is this just a single project?) (draft generator)
ctypes.pythonapi users need to re-assign types themselves. When type info is added to the manifest, it should be exported in ctypes.
