What steps will reproduce the problem?
1. run animation or time testing

What is the expected output? What do you see instead?

- get smooth animation with high resolution timer (e.g, at <= 1 us)

Gail: That's Windows for you...

We don't really have control over what Windows provides (and, unlike Apple, 
Microsoft doesn't have control over 
what the hardware provides). Gary can fill you in on what the possibilities 
are, I don't fully understand them 
myself.
