Adds support for installing packages via Chocolatey #5

Provides a basic mechanism for managing the required software packages using BoxStarter and Chocolatey.
The VM provisioning has been updated to bootstrap the new VM so this repo can be cloned and the software setup process used
README updated accordingly

This PR also Includes the AAD Login support from #3 (which has now been closed).

Grants the user running the script permisisons to login with their AAD account
Simplifies the admin password setup now we don't need to use it by generating a strong random password, which is stored in a key vault
