in ship personalities it doesn't say which personality determines if the ship scans and fines you for carrying anything illegal.

I looked at surveillance but it didn't say anything about looking for drugs, or giving out fines.

surveillance makes ships scan. If a ship finds something illegal while scanning, it'll issue a fine.

Fining isn't controlled by a personality. It's based on government. If a ship scans you, and its government considers something it find illegal, it will fine you. Any ship can scan you if it had the scanning attributes. The surveillance personality makes scanning the ships main objective (if it has scanners).
