i think much of this was intentional - M.Z. apparently leaving a juicy government and port wide open for "Independent Content" development by the community...
edit: ftr, FallenCat of Steam has started cobbling together some unique outfits for the Independent (advanced/basic) outfitter(s). i believe he is competent enough to create some balanced and unique outfits, but may require assistance putting together some Blender models (and story, as he's working on another story project concurrently).
i don't believe he's tackling any ships, but a "one-off" or two of the ships found in "southern" fleets might fit in at this location as well (perhaps even a unique fighter that predates the Lance - "some "graveyards" were recently discovered on nearby worlds, and a surprising number of complete units have been cobbled together from the parts contained")...
edit2; it's unfortunate that so much of Ursa Polaris is building the station - much of that content could very easily find a new home on Smuggler's Den
In fact, the outfitter has no unique items, there's no way to get anyone to make special modifications to your ship, and there's only one refurbished ships in the Shipyard--the Modified Argosy, which is available elsewhere too and easily lootable. All in all it's a little underwhelming.
