Tooltips overlap information - requesting a hotkey

Problem Description

@TomGoodIdea suggested that I start an issue after asking about this in another PR #9883 When the mouse hovers over certain areas in the shipyard and outfitter panels the resulting tooltip covers the information underneath. It's an issue when you're using the mouse wheel to scroll up and down looking at info. You have to locate a spot without a tooltip trigger, in order to not have a tool tip block things.

Desired Solution

I would like to see:

• a hotkey to toggle tooltips on and off
  • I don't need the tooltips at the moment but may want them latter when new things get added
  • this issue then becomes, new players may turn off 'tooltips' and then miss important information they should be seeing.
  • maybe add some code that toggles 'tooltips' back on when they switch UI panels.
  • or a timer that toggles 'tooltips' back on after, say, 10 minutes. IDK

Alternative Approaches

Alternatives:

• a toggle in the preferences panel
  • although not a big deal, I'm not a fan of exiting to make changes.
• a timer that closes the tooltip after a few seconds
  • only issue I see with this approach is not everyone reads at the same speed.
• shift the tool tips further to the left, off the panel
  • but then it overlaps the selected outfit details panel, which isn't really bad because while scrolling in the ships details, I'm not looking at the outfits details.

I think this is the best solution; resolves the issue of the tooltip blocking ship information without needing a toggle, a hotkey, or anything additional.

This is also the solution I mentioned during the campfire chat yesterday. The ship name and flight check warning tooltip you get when hovering over a ship's icon in the outfitter or shipyard offsets itself to the left of the icon so that the icon is still visible; tooltips elsewhere in the shops and those in the preferences and load panel should do the same.
