Discovery page: Rotate per-tag available content #535

The Discovery page has rows of content matching tags (eg. "skills", "career"). Currently all the matching nodes are fetched. That query should be limited to the amount of cards in the row (3 in some rows, 4 in others). And the query should start from a different index each week (or day). That way the content of each row will rotate weekly (daily).

In https://github.com/endlessm/endless-key-content-private/issues/76 @dylanmccall scoped this as around 11 days' work.
