ci: Fix version used for triggering kolibri-installer-android #896

Unlike endless-key-app, the kolibri-installer-android repository_dispatch workflow expects to receive the released version, not the tag. Set the version from the tag in the validation job and use it in the kolibri-installer-android triggering job.
