For now this has been moved to V5.1. It might come in a maintenance release later on.
The file extension for this should be .IAS. Where Itanium assembler appears in the OpenVMS source code, this is what is used for the extension.
Perhaps you know, where does one even find the IAS assembler these days?
It was on the Open Source Tools CD (Alpha and Integrity servers), which ships with VMS. At least the release notes say so. I don't have the CD so I can't check. As stated in the release notes you need the VMS port of IAS. So it is very unlikely that you can find it at Intel or in any other public place.
I had a quick look around and couldn't find a reliable source online. There is a copy of the Open Source Tools CD reported at decuslib.com. However, I cannot reach that site these days. Don't know if it is down or some IP blocking rule (been caught by rules blocking Chinese addresses that also encompass Australian ones). All that said, you can download the IAS files from here:

Add default build rules for the Itanium assembler on the IA-64 architecture. Make sure to pass through the C pre processor first, putting the intermediate file into SYS$SCRATCH. Use the > rule prefix to make sure the intermediate file is always cleaned up.
