The link in the paragraph has also been superseded - new link is https://docs-prv.pcisecuritystandards.org/PCI%20DSS/Standard/PCI-DSS-v3-2-1-to-v4-0-Summary-of-Changes-r2.pdf, but then you also get prompted to say there is a 4.0 to 4.0.1 version, so it's whether you want to keep the major changes between the versions (as 4.0.1 was just minor amendments), or maybe both PDF links.
