First draft of standard @agoric/jessie library. #30

Hi @erights,

I'm successfully using the attached @agoric/jessie standard Jessie library implementation in jessica. It passes basic sanity checks, including running in the browser.

This also implements the insulate membrane https://github.com/Agoric/SES/issues/103.

I'll be happy to make changes where needed. Bringing it up to Agoric published module standards is something I haven't done yet.
