chore: remove non-Jessie eslint machinery

This cleans up the @jessie.js/eslint-plugin with the following intent:

• [ ] remove use-jessie implementation from @endo/eslint-plugin
• [ ] add @jessie.js plugin to @endo/eslint-config
• [ ] migrate all uses of "extends": ["@agoric"] to "extends": ["@endo"]
• [ ] remove @agoric/eslint-config and @agoric/eslint-plugin
