Check for polygon / point datasource only #105

For every file format, but for Idrisi sample we received in particular, ensure 
that GeoDa doesn't crash when opening a non-polygon or non-point format.  For 
example, the Idrisi line data sample file isn't handled well currently.  
Instead, give a helpful error message.
