Multi-set linking/brushing

Overview: This feature will be broken down into several sub-features.  At a 
high-level we want to add support for regimes.   Some ideas for this include:
- Ability to partition observations into n groups (prob limit to 10).
- Possibly allow arbitrary subsetting rather than just partition
- Need a general mechanism to easily partition the data, or to select new 
subsets
- Would be nice to enhance existing highlight system to choose partitions
- Probably want a partition manager
- Ability to save partitions to project or possibly use existing Table. Could 
use a designated Table column (possibly hidden) to assign partition categories.
- We already have ability to save categories to a column.
Should look into transparency support for the display of multiple partition 
colors on a crowded view
