Set current timestamp based on scheduler start #68

The current measurement time used to be based on the current time, which could cause timestamps to diverge by 1 minute. The current measurement time is now based on when the scheduler started.

tested with 12 BT addresses (collecting 0 responses from 12 BT addresses takes more than one minute). Using a timestamp aligned with start of measurement task now works
