Scripting tools for building geography database tables #54

As a user trying to build a new energyPATHWAYS database, I would like scripting tools that allow easy creation of the geography database tables.

AC

  1. A script that allows a user to input geography information in a human readable format and produce the tables "GeographyIntersection" and "GeographyMap" with id's appropriately replacing names.

Ben, over to you for review and testing with the CA data. We could improve the README, but the script should be good to go.
