Add Internationalization

This is more a feature for the future, but having the option to translate
GeoBeagle to the own language would be really cool

Some other OSS Android projects are using LaunchPad for outsourcing the 
translations:

https://translations.launchpad.net/connectbot
https://translations.launchpad.net/aprsdroid/master

In this way it is possible to profit from the diligent LaunchPad community.

This approach has several issues which can be solved however:

 * You will need to register there and create a GB project page
 * LaunchPad has a manual verification of translation projects, which takes one to two weeks at lauch
 * The translation is performed on PO/POT files, which can be translated using a shell script like http://github.com/ge0rg/aprsdroid/blob/master/xml2po.sh
