Currently, planned and connected parties do not need to include X-Request-ID and X-Correlation-ID headers in their requests to the Versions and Credentials endpoints. This should be changed to reflect the OCPI documentation here: https://github.com/ocpi/ocpi/blob/master/transport_and_format.asciidoc#12-unique-message-ids
