HTYI: If the game generates a hashtag for a player, they are able to vote for their own submission #115

If a player runs out of time and the game has to generate a hashtag for them, that player will get the option to vote for that generated hashtag in the voting round, and receive points for the vote.

adding game design label: this label will be used for any bug or issue that creates game design exploitation opportunities. It doesn't break the game, but can kill the play experience
