Inaccessible opportunities are clickable #195

(This occurs across multiple locations/opportunities - strangely it DOESN'T seem to happen while you still have 15 actions)

It still let me click "Do It" on the opportunity "Get hired for a specialized skill job" when I didn't have all the requirements

Has different reqs on my dev server but displays properly.

@johnnycrich It works for me on this build for that opportunity but there are other opportunities that should be inaccessible but still let me click it - for example: screen shot 2018-07-12 at 1 15 52 pm screen shot 2018-07-12 at 1 16 01 pm screen shot 2018-07-12 at 1 16 11 pm

This is under the location Public Library

Move In Go to library under Meet People and click "get computer help from staff" and it tells me I don't have the requirements so I return to location. Public Library - I sign up for arts and crafts class and I get +1 C. I stay in the location. Public Library - get computer help from staff. It lets me do this.
