Notifications when documentation has been received #105

Would be great to have email notifications when documentation has been
received by Google, and another when documentation has been approved.

Stretching a little bit, maybe each student/mentor should get a private
issue tracker where he could track pending documentation/issues?

Say a student starts with an open bug that says 'Required documentation
needs to be submitted', then he sends the documents and marks the bug as
'acted upon'. Then Google acknowledges the receival by marking the bug as
'fixed'.
