When a Google administrator changes the checkbox that indicates tax
form/transcript receive confirmation, an email could/should be sent to the
student in order to notify him about this.
This email could be sent in all cases (a one-time confirmation event), or
some kind of preferences regarding it could be make available to the
student, via its profile settings.
