Notify me of application changes #121

When dealing with many student applications (eg, over 200), it is
impossible to keep track of all of the changes which occur.

Eg: new application, student/mentor comments, votes

It would be handy to have a display marker to indicate that there is
activity on a student application.

I'd suggest in addition to a marker, but for the exact same reason, to also 
have the option to e-mail the 
assigned mentor and/or admin when any change is made to an application.

Push instead of pull.  The site load should decrease if you don't have 500+ 
mentors repeatedly polling the site 
looking for updated information/applications/comments/rankings/etc.  Send a 
notification to those that are 
interested.  Even if it's not measurable decreased load, it's more efficient.

Now I see why I was interested in this issue.  It's a duplicate of Issue #60

It's not a duplicate but it is related to 60. This issue is highlighting when an
application has changed. Issue 60 is about tracking your (as a mentor/evaluator)
evaluations of applications.
