Please add link to #74

Currently there is no link to this issues interface from the SoC webapp, 
which means that I have to hunt through my e-mail for the URL.  Can you 
add a link from mentor_home, or better in the page footer of every page?

If it is live, it could use more prominence.  I didn't find it from the app 
listing 
page or an individual app page, nor from the obvious 
chop-off-the-end-of-the-URL 
tries.
