Apps CSV dumps does not provide a way to infer a public http link to the application #75

What steps will reproduce the problem?
1. Go the org infor page as an org admin
2. select the link Apps CSV dump
3. Open the file

What is the expected output? What do you see instead?
The last column contains something like
<studentemail>gmail.com:908a68a7:fd136a66
This was the wasy links to an app details were constructed last year.
This year this string is obfuscted/encrypted.... so there is no way to
infer back a URl such the 2007 style:
http://code.google.com/soc/eclipse/app.html?csaid=MQEGBgddcyYIORoIXaheXntcaEtXMV
NQBHsDO0JXRQoHBQ%3D%3D%0A

Could this be fxied asap so we can use that dump for the rankings?

Working as intended.  Student email addresses should not be used to construct 
URLs.  :)
