Add links to wikis, google group, this issue tracker, etc. in web app #79

The webapp could use more obvious links to the documentation, wikis, links,
etc.

1. The 'Organization Mentors' page could include a link to the helpful
wikis about what to expect when being a mentor.

2. The 'Applications' page doesn't list the deadline for ranking anywhere,
nor does it link to a document that includes this information.

Perhaps a general tab 'Links' could be added with pointers to the wikis,
FAQs, and issue tracking system used for the webapp.

I think that this needs to be part of a larger discussion on usability of the 
web app
and a possible UI redesign, which will not happen in time for this year.
