Allow mentors to assign absolute rating #88

It's been obvious that many mentors find the 'incremental' style of rating
to be counter-intuitive.  There should be a way for a mentor to set an
absolute rating instead of incrementing/decrementing it, perhaps in several
steps, to get the desired value.

What steps will reproduce the problem?
 - Go to the mentors' page.
 - Observe that there's no way to set an absolute rating. 

The solution that suggests itself to me is to have a pair of radio buttons
somewhere near the number selector that chooses between 'ADJUST my rating
by' and 'SET my rating to'.  For backward compatibility, the default should
be 'ADJUST' but perhaps the default could be set on a per-project or
per-mentor basis.

You'd also have to allow +3 as a number selection, or a way of entering the
selected number.

I agree with this entirely.  For the organizations I mentor and admin for, we 
use the
numbers purely as a mechanism to rank applications.  The sign of the value has
meaning (everything ranked negative should not get considered at all), but the 
raw
numerical value means nothing except relative to other applications.  Thus, we 
freely
fiddle the numbers to rank applications differently, and we have to do this via
multiple steps in many cases.  An absolute ranking would help.

We will take another look at ranking for future instances of the program.  No
guarantees we will make changes.

Yes please!  At the end of the process, we generally have to bump up ratings 
for the
projects we want.  This means submitting +4 over and over, which is boring and
time-consuming.  Having a way to set absolutely (or a much bigger jump, like 
+99),
would be very helpful.
