How much do we reward TOS violation reporters?

Reporters put up $50.

Currently we only reward a percentage of the bounty.

Problems:

• If the bounty is low (less than $500), then reporters could get back less than they put in

Solutions:

1. Send $50 plus %10 of the bounty to a successful reporter. This makes the minimum job value $55.
2. Require suppliers to include a stake (See #78)
