It seems that the packages needed to compile Ruby 2.3 are no longer available on the Ubuntu repos. Particularly libssl1.0-dev.
There may be a path forward as per this, although needs investigation on how to implement it within the context of the recipes for v7.
This may prompt to actually remove support for Ruby 2.3 on Stack v7.
