create high-level collections and courses

1. Create high-level collections, including:
   • Engineering Science (top level)
   • All Majors
     • Course groupings under each major (as per calendar, such as ECE Software)
   • Foundation Years
     • Year 1
     • Semester F
     • Semester S
     • Year 2
     • Semester F
     • Semester S
2. Create courses (not course_instances) for all core engsci courses and technical electives (as per calendar). Add these courses to the appropriate collections.

All courses have been created and added to the appropriate collections. High level collections were created for all options.
