Static FIPS build #48

I'm not sure how feasible this would be, but botan's docs mention:

[...] it would be easy to add a “FIPS 140” build mode to Botan, which just disabled all the builtin crypto and wrapped whatever the most recent OpenSSL FIPS module exports.

I haven't looked into it and it's possible the documentation there isn't even up to date, but it might be interesting to build botan as an OpenSSL FIPS wrapper and statically link that.
