Implement version negotiation for protocol versions 1 (LLRP 1.0.1) and 2 (LLRP 1.1). #2

Does llrp4j actually support LLRP 1.1?

The file llrp-1x1-def.xml has a copyright notice from 2007 while 1.1 is from 2010. Also it refers to section numbers within the old spec (1.0.1).

And further, the library is missing some messages defined in LLRP 1.1, e.g., RFSurveyFrequencyCapabilities (p. 55, LLRP 1.1).

But then in the readme, it says:

llrp4j-llrp-module: The LLRP module that provides Java classes for messages and parameters as defined by the LLRP 1.1 standard.
