Clear all stoped traced processes when the judge daemon starts up #56

It is possible that some judge processes are killed suddenly before 
invoking kmmon_kill so that stopped traced process may be left in the 
system. Clear all of them when the judge daemon starts up.

kernel module is removed so that it will not be an issue anymore.
