Nether Portals largely unfinished #18

Nether Portals

TARDIS -> Nether is implemented. TARDIS -> Nowhere (when not landed) is supposed to be implemented but the client somehow disagreed on that. Nether -> TARDIS isn't implemented yet.

Not sure why I bumped Gradle and Loom in hindsight.
