Fixes Conjure Water to not place water in the Nether
Allows Conjure Water to fill cauldrons
Allows Conjure Water to waterlog blocks

Based on Hex Casting's Place Fluid spell implementation

Ohh this can even insert into fluid containers I see. That has great potential. Thanks for the contribution! (This counts as a bugfix so I can still publish it right?)
